Lincoln Township Board
12 January 2009
Supervisor Zimmerman called the meeting to order at 7:30 p.m.
Pledge of Allegiance.
Roll call present were, Carey, Hardin, Tobin, Zimmerman and Majewski. Also
present were Building Insp. Mantei, Zoning Admin. Lambert, Fire Chief Majewski,
Asst. Fire Chief Cogswell, Lakes Dir. Carey, County Commissioner Lockmiller,
Sheriff’s Deputy Garchow, Road Comm. Engineer Stocking and 13 other interested
persons.
Minutes of the 08 December 2008 meeting approved as presented.
Minutes of the 09 January 2009 Work Session accepted as presented.
Treasurer’s report was accepted as presented.
Motion by Hardin to pay the monthly bills pending further review of the Sheriffs
bill and the Seiter Electric bill, second by Tobin, roll call vote, 5 yeas,
motion carried.
Chief Majewski gave the fire dept. report with 4 mutual aid, 5 fire, 21 rescue
and 3 power line related runs for the month of December, 328 year to date.
Motion by Zimmerman to approve putting Joan Hershberger back on the fire dept.,
second by Tobin, all in favor, motion carried.
Motion by Zimmerman to approve a fire fund expenditure of $1400.00 for the
purpose of purchasing a computer and printer and to transfer the old fire dept.
computer to the cemetery dept., second by Hardin, all in favor, motion carried.
Tobin reported that the cemetery documents and computer have been brought to the
township hall. He will concentrate on organizing everything.
Tobin reported that he has learned that the post office has recorded a profit
for the first time ever. Everyone is encouraged to do as much business as
possible with our local post office in order to show that it is profitable and
it isn’t taken out of our community.
Zimmerman reported that the Senior Lunch meeting with the County Commissioners,
County Administrator and Tammy Roehrs from the Council on Aging went well.
Tobin will check with the neighbors of the Bertha Lake Property to see if they
are interested in purchasing it.
Zimmerman reported that the restaurant property cannot be sold as commercial and
that we will establish how much money we have invested in the property and
likely offer it for sale in whole or in parts.
Zimmerman reported that he has communicated with Charter regarding the White
Birch Lakes area and Bertha Lake area and they will be sending someone out to
evaluate the area for cable.
Zimmerman reported that the generator project is still pending completion due to
needing to upgrade the gas lines and it needs to be moved to the rear of the
township hall.
Zimmerman presented his recommended appointments for the Planning Commission and
ZBA.
He recommended Kim Hamilton and Tammy Howell for the Planning Commission, and
Rolf Hudson for the Zoning Board of Appeals. Carey and Hardin expressed concern
regarding appointing Tammy Howell due to the pending litigation that she has
with the township. Zimmerman explained that the matter is for all intents and
purposes settled based on correspondence received from Dreyer and that a
previous planning board member did at one time also have litigation with the
township.
By consensus, Kim Hamilton, Tammy Howell and Rolf Hudson were appointed to the
respective boards as presented by Zimmerman, each for 3 year terms.
Motion by Hardin to adjourn the meeting, second by Carey, all in favor, meeting
adjourned at 8:37 p.m.

Work Session
Lincoln Township Board
09 January, 2009
Supervisor Zimmerman called the work session to order at 1:30 p.m.
Present were, Zimmerman, Hardin, Majewski, Tobin and Carey and 2 other
interested persons.
Building Dept. fees need to be reviewed. The Township is currently lower than
the county and some other townships. Zimmerman will investigate and report back
in February.
Mantei recently received information from the State that roof and insulation
inspections are mandatory. Reroofs will likely require a permit in the near
future.
Zimmerman and Mantei will meet with the new Electrical Inspector on 10 Feb.
2009.
Many final inspections have not been done due to Mantei being unable to get a
response from property owners who are in need of scheduling a final inspection
for occupancy. Tobin suggests a check list given at the time of permit issuance
that explains to the applicant the steps necessary to be in compliance with
building code. Zimmerman will talk to Goeman about connecting occupancy permit
with primary residence exemption. Majewski suggested that we implement a
deposit/performance bond on occupancy permits.
Dennis will set up a meeting with the new Sheriff regarding our contract and
other concerns.
Tobin suggests that a request be made that a deputy attends our monthly
meetings.
