Regular Meeting
Lincoln Township Board
8 October 2007

Supervisor Ringley called the meeting to order at 7:30 p.m.

Pledge of Allegiance.

Roll call present were: West, Galloway, Branam, Ringley and Majewski. Also present were: Zoning Admin. Lambert, Building Insp. Mantei, Fire Chief Majewski, County Commissioners Lockmiller and Grim, ZBA Chair Hamilton, Planning Chair Bergey, Lakes Dir. Carey, Farwell Village Pres. Grim, Road Comm. Engineer Stocking, Deputy Robb and 22 other interested persons.

Minutes of the 10 Sept. 2007 regular meeting accepted as read.
Minutes of the 26 Sept. 2007 special meeting accepted as read.
Treasurer’s report accepted as presented.

Motion by Galloway to pay the monthly bills, second by Branam, roll call vote, 5 yeas, motion carried.

Motion by Ringley to adopt resolution number 100807-A, a resolution regarding public road ends, second by Galloway, roll call vote, all in favor, motion carried.

Chief Majewski gave the fire dept. report with 25 rescue and 3 fire related runs for the month of September, 228 YTD.
Chief Majewski also requested that the board review the guidelines for officer appointment.

Motion by Galloway to approve 20 additional hours each for October and November for the sexton to do fall clean up and other duties Branam feels are necessary at this time, second by Ringley, West – No, Galloway – Yes, Ringley – Yes,
Branam – Yes, Majewski – Yes, motion carried.

Ringley acknowledged receipt of a letter from White Birch Recreational Association as well as several letters from White Birch residents regarding the White Birch signs approved at the September 2007 meeting. Per proper procedure Ringley asked Branam if she would like to rescind her motion from the September meeting. Branam declined. Ringley closed the issue.

Motion by Ringley to immediately suspend James Railer as Captain of the fire dept. and to terminate his employment with the township if he does not comply with the Magistrates order to clean up the blight situation on Holmes Drive by 16 October 2007. Further, should Railer comply with said order by 16 October, he will be placed on probationary status for one year, during which time Railer will not be eligible to hold an officers position, second by West, roll call vote, 5 yeas, motion carried.

Motion by Ringley to deny the request from Mrs. Annie Weyher that the township return her $350.00 variance fee, second by Galloway, all in favor, motion carried.

Motion by Branam to approve the proposed Zoning Ordinance changes as present by the Planning Commission, second by Galloway, roll call vote, 5 yeas, motion carried.

Motion by Branam to pursue the Region VII Area Agency on Aging Title V Senior Community Service Employment
Program, second by Ringley, all in favor, motion carried.

Motion by Ringley to approve the permit/application from White Birch for the aerators/bubblers currently installed on the 4 lakes in White Birch and to allow these current aerators/bubblers to be replaced or repaired as needed without further application to the township, second by Branam, roll call vote, 5 yeas, motion carried.

Motion by Branam to approve a letter of accommodation and a good citizenship award of $25.00 for each of the 3 youths who assisted the township in identifying the individuals responsible for arson vandalism at the Shingle Lake Park, second by Galloway, all in favor, motion carried.

Motion by Branam to adjourn the meeting, second by Ringley, all in favor, meeting adjourned at 9:17 p.m.
