Lincoln Township Board
12 February, 2007
Supervisor Ringley called the meeting to order at 7:30 p.m.
Pledge of Allegiance.
Roll call present were, West, Galloway, Branam, Ringley and Majewski. Also
present was, Building Insp. Mantei, Fire Chief Majewski, Asst. Fire Chief
Cogswell, Fire Capt. Railer, Fire Lt. Harms, Fire fighter Bury, Lakes Dir.
Carey, Zoning Admin. Lambert, Planning Chair Bergey, Sheriffs Deputy and 12
other interested persons.
Minutes of the 08 January 2007 work session accepted as read.
Minutes of the 08 January 2007 regular meeting accepted as read.
Treasurers report accepted as presented.
Motion by Galloway to approve the monthly bills, second by Branam, roll call
vote, 5 yeas, motion carried.
Chief Majewski gave the fire dept. report with 21 rescue and 1 fire related
runs, 22 year to date.
Branam gave the cemetery report. She would like to obtain estimates for new
signage for the Lincoln Township Cemetery and the Kilbourne Cemetery. Everyone
agreed that new signs are needed.
Motion by Ringley to place all proposed ordinances and changes be put on the
townships web site so that residents have easier access for questions and
comments, second by Branam, all in favor, motion carried.
Sheriffs Deputy asked that everyone be mindful of their neighbors, especially
seasonal residents, and report anything unusual to the sheriffs department.
There are many break ins that are not discovered until the seasonal residents
return.
Motion by Ringley to approve his White Birch Lakes Fire Personnel Recommended
Solution, second by Galloway, West No, Galloway Yes, Branam No, Ringley
Yes, Majewski No, motion failed.
Motion by Branam to approve the annual CPI (2.4%), disposal increase (3.3%) and
current house count increase for Lincoln Sanitation, second by West, all in
favor, motion carried.
Motion by Ringley to hold the Public Hearing for the park grant on 12 March 2007
at 6:00 p.m., second by Branam, all in favor, motion carried.
Motion by Ringley to adopt resolution number 011207-A; a resolution regarding
the transfer of liquor license from Kismet to Foots Inc., second by Branam, West
Abstains, Galloway Yes, Branam Yes, Ringley Yes, Majewksi Yes, motion
carried.
Motion by Branam to discontinue expensing street lighting out of the general
fund and expense it out of the Metro Act funds/Road fund, second by Galloway,
all in favor, motion carried.
Ringley read a letter from Gail White regarding shed zoning in Lincoln Township.
Bergey stated that our zoning refers to accessory buildings in the context that
such buildings be supplemental to a main building. Inferring that without a main
building (home), you cannot have an accessory building. It was discussed that
there are many instances throughout the township that accessory building have
been permitted and built without a main structure present. Zoning Admin. Lambert
said that he routinely grants such zoning permits and Building Insp. Mantei said
that he has granted building permits for such accessory buildings. Lambert also
pointed out that he does not grant such zoning permits in the area of White
Birch Lakes as he is aware that White Birch Lakes does not allow accessory
buildings on empty lots at this time. It was agreed by the board that we should
spell out more literally in our zoning the placement of accessory buildings.
Motion by Branam to adjourn the meeting, second by Galloway, all in favor,
meeting adjourned at 8:58 p.m.
