Regular Meeting
Lincoln Township Board
12 March, 2007
Supervisor Ringley called the meeting to order at 7:30 p.m.
Pledge of Allegiance.
Roll call present were, West, Galloway, Branam, Ringley and Majewski. Also
present were, Lakes Dir. Carey, County Commissioners Grim and Lockmiller, Road
Commission Engineer Stocking, Fire Chief Majewski, Sheriff Goyt, Building Insp.
Mantei, Fire Lt. Green, FF Bury and 18 other interested persons.
Minutes of the 20 Feb. 2007 special rubbish meeting accepted as read.
Minutes of the 12 Feb. 2007 meeting accepted as read.
Treasurer’s report was accepted as presented.
Motion by Branam to pay the monthly bills, second by Galloway, roll call vote, 5
yeas’s, motion carried.
Majewski gave the fire dept. report with 1 mutual aid, 19 rescue, and 2 fire
related runs, 46 year to date.
Motion by Branam to approve the application of Mike Blain to the fire dept.
pending background and physical, second by Galloway, all in favor, motion
carried.
Ringley announced that planning meetings are canceled for March and April due to
members being out of town.
Ringley explained that the zoning not allowing accessory buildings without a
residence. We are working on the confusing aspects of our current zoning
ordinance and will be discussing 1 or 2 items each month that may need to be
updated.
Ringley discussed yard waste issues and read letter from Harmon dated 09 March
2007 outlining the new procedure.
Motion by Galloway to approve Sheryl Judd as web site manager at a rate of
$12.00 per hour for approximately 36 hours per year, second by Ringley, all in
favor, motion carried.
Motion by Majewski to approve resolution 031207-B, a resolution regarding the
Clare County Conservation Dist., second by Branam, roll call vote, 5 yea’s,
motion carried.
Motion by Branam to approve resolution number 031207-A, a resolution regarding
proceeding with the Shingle Lake Park Improvement MDNRTF grant, second by
Galloway, roll call vote, 5 yea’s, motion carried.
Motion by Branam to adjourn the meeting, second by West, all in favor, meeting
adjourned at 8:50 p.m.

Lincoln Township Board
12 March, 2007
Supervisor Ringley called the meeting to order at 6:00 p.m.
Roll call present were, West, Galloway, Branam, Ringley and Majewski. Also
present were 3 interested persons.
Ringley stated the purpose of the public hearing was to review the Recreation
Plan and discuss and comment on the application being considered to the Michigan
Department of Natural Resources Trust Fund Grant to make improvements to the
Shingle Lake Park.
Comment and discussion was opened to the floor.
Ringley explained that in order to receive any points in this area the board
would have to agree to matching funds of 30%. He further explained that it is
not necessary to match 30%, that we could go as low as 25%.
Majewski reviewed the new information for 2007 grants, the availability of
additional funding for development projects and the revisions to the scoring
criteria. Majewski gave a description of the Access to Recreation Initiative
funded by the Kellogg foundation.
Majewski passed out the proposed site development plan and discussion ensued
about the scope items in the plan. All areas were discussed including, pavilion,
play structure, access trails, parking, access driveway, boat launch access,
fishing platform, tables, beach access, water source and native trees. There was
considerable discussion regarding our effort towards making the park universally
accessible. All present agreed that we should strive for creating an outdoor
environment that is usable by all people.
Gary West expressed concern about how we plan to control vandalism and general
mayhem at the park. He feels strongly that putting so much money into the park,
we need to be very conscientious about protecting the amenities at the park from
abuse. Ringley assured Gary that the township maintenance crew will continue to
routinely monitor the park and we will continue to have the Sheriffs Deputy lock
the gate at dark. We will also make sure that the deputies assigned to Lincoln
Township continue to monitor the park on a daily basis.
Roger Carey asked how we plan to keep vehicles from going on the grass. Several
ideas were discussed, such as posts, but we all thought that some large rocks
might be more natural. Jerry Galloway has many large rocks on his property that
he is willing to donate. With the plan including a designated parking area, it
seems reasonable that people coming to the park will no longer need to park
haphazardly.
Majewski asked everyone present if they are in support of the project or not in
support of the project. Everyone present stated that they are in support of the
project and every person present said that they are willing to donate their time
helping in any way that they can.
Ringley asked if there was any further comment or discussion, there was none
offered.
Ringley announced the public work shop scheduled for 14 March 2007 at 1:00 p.m.
at the town hall.
Motion by Branam to adjourn the meeting, second by Galloway, all in favor,
meeting adjourned at 7:00 p.m.
