Regular Meeting
Lincoln Township Board
12 April, 2010
Supervisor Zimmerman called the meeting to order at 7:30 p.m.
Pledge of Allegiance.
Roll call present were, Carey, Hardin, Tobin, Zimmerman and Majewski. Also
present were Lakes Dir. Carey, Planning Chair Hamilton, Planning Sec.
Szczepanski, Zoning Admin. Lambert, Fire Chief Majewski, County Comm. Lockmiller,
Road Comm. Engineer, Sheriff Deputy Kennedy and 4 other interested persons.
Minutes of the 08 March, 2010 regular meeting accepted as presented.
Treasurer’s report approved as presented.
Motion by Tobin to pay the monthly bills, second by Hardin, roll call vote, 5
yeas, motion carried.
Stocking provided an updated detailed set of preliminary plans for the
Enhancement. The Road Commission has reimbursed the township for the special
assessment on the two lots on Park Dr. The fair will be the first week of August
this year.
Zimmerman reminded everyone that road brining will begin soon, just before
Memorial Day, July 4th and Labor Day, with other applications if necessary.
Tom Pirnstill of the Clare Co. Transit gave a presentation outlining ridership,
budget, upcoming millage proposal and the new building. Seniors and handicap
ride the transit for $1.00, regular fare is $2.00 and they offer a prescription
drug pick up for $2.00.
Chief Majewski reported that there will be a tornado warning test on 29 April,
2010 at 6:30 p.m. The siren will blare for a continuous 3 minute blast; the all
clear is a one minute blast.
Time Emergency Equipment will be coming to size 3 fire fighters for new turnout
gear.
Ken Logan is back from inactive status. There were 20 rescue, 4 fire and 1 power
line related runs for the month of March, 81 year to date.
Motion by Tobin to
approve a general fund expenditure of $1834.00 for the purpose of Great Lakes
Subsurface to do ground sonar to locate the older unmarked graves in the Lincoln
Township Cemetery, second by Carey, all in favor, motion carried.
Motion by Zimmerman to offer for sealed bid the John Deere Z-Trak lawn tractor
w/ leaf bagger, second by Tobin, all in favor, motion carried.
Motion by Zimmerman to authorize Tobin and Majewski to offer the 2 Bertha Lake
lots on Finley Lake Ave. for sealed bid, second by Hardin, all in favor, motion
carried.
Motion by Majewski to proceed with an auction of misc. township and fire hall
items, second by Zimmerman, all in favor, motion carried.
Motion by Majewski to approve a general fund expenditure of $400.00 for the
purpose of flowers for the township hall and cemetery, second by Zimmerman, all
in favor, motion carried.
Motion by Zimmerman to adopt resolution number 041210-A a resolution to set a
fee for Special Land Use Permits as follows: $250.00 if the applicant agrees to
hold their hearing during a regularly scheduled Planning meeting or $425.00 if
the applicant wants to expedite the process and hold a special hearing of the
Planning Commission, second by Hardin, roll call vote, Majewski – yes, Zimmerman
– yes, Tobin – yes, Carey – yes, Hardin – yes, resolution adopted.
Motion by Hardin to adjourn the meeting, second by Zimmerman, all in favor,
meeting adjourned at 8:40 p.m.
