Lincoln Township Board
11 May 2009

Supervisor Zimmerman called the meeting to order at 7:30 p.m.
Pledge of Allegiance
Roll-Call, present were Zimmerman, Tobin, Hardin, and Carey. Absent (and excused for a family emergency) was Majewski.  Also present were Lakes Director Carey, Building Inspector Mantei, Zoning Administrator Lambert, Sheriff’s Deputy Passino, County Commissioner Grim, County Commissioner Lockmiller, Road
Commissioner Haynak, Road Commission Engineer/Manager Stocking, and 31 other interested persons.

Minutes of the 13 April, 2009 Regular Monthly Meeting were approved as presented.
Minutes of the 15 April, 2009 Special Meeting with Attorney Dreyer were read, and approved with one minor addition to add: ....a resolution regarding the pending litigation with Chet & Tammy Howell, and Rob McCarty.....Treasurer’s report was accepted as presented.

Motion by Hardin to pay the monthly bills, pending final review; Second by Tobin. Roll-Call Vote, all in favor, Motion Carried.

Reports were presented by County Commissioner’s Lockmiller and Grim. 

Report presented by County Road Commissioner Dick Haynak.

Report presented by County Road Commission Engineer/Manager Steve Stocking. This included an update in pricing and costs for the proposed Street Enhancement Project, and extended discussion.

It was noted by Planning Commissioners present, that the next regular meeting of the Planning Commission, scheduled for 19 May, 2009, may be canceled due to other activities (of personal and family nature), which may prevent a quorum from being present.

Motion by Zimmerman to authorize expenditure of not more than $ 200.00 for Landscaping Materials and Flowers for the Township Hall, Second by Hardin. All in favor, Motion Carried.

Motion by Zimmerman to appoint Marilyn Hudson to co-Chair a Landscaping and Vegetation sub-Committee with Carol Majewski at the cemetery, Second by Hardin. All in favor, Motion Carried.

Motion by Zimmerman to authorize expenditure of not more than $ 400.00 for Landscaping Materials and Flowers at the cemetery, Second by Tobin. All in favor, Motion Carried.

Motion by Zimmerman to adopt Resolution 051109-A: A Salary Resolution for consideration at the Annual Meeting of the Township Corporate (Resolution attached), Second by Hardin. Roll-Call Vote, all in favor, Motion Carried.

Motion by Zimmerman to adopt Resolution 051109-B: An amendment to the Zoning Ordinance regarding membership on the Zoning Board of Appeals (Resolution attached), Second by Tobin. Roll-Call Vote, all in favor, Motion Carried.

A resolution considering the Clare County Street/Road Naming and Numbering Ordinance was withdrawn, pending further Board discussion. No action was taken at this time.

A Special Meeting was announced, to be held on Monday, 18 May, 2009 at 1:00 p.m. There are three topics to be considered including: 1. Regular [periodic] Meeting with Sheriff John Wilson, as stipulated in the Lincoln Township Law Enforcement Contract; 2. Final details for the proposed Street Enhancement Project; 3. Consideration of the Clare County Street/Road Naming and Numbering Ordinance.

Motion by Hardin to adjourn the meeting, Second by Tobin. All in favor, meeting adjourned at 9:12 p.m.
