Lincoln Township Board
12 May 2008
Supervisor Ringley called the meeting to order at 7:30 p.m.
Pledge of Allegiance.
Roll call present were, West, Galloway, Branam, Ringley and Majewski. Also present were Zoning Admin. Lambert, Planning Chair Bergey, Road Commissioner Haynack, County commissioner Lockmiller, Fire Chief Majewski, Lakes Dir. Carey, Sheriff Deputy Wilson, Building Insp. Mantei and 21 other interested persons.
Minutes of the 14 April 2008 meeting accepted as read.
Treasurer’s report was accepted as presented.
Motion by Branam to pay the monthly bills, second by Galloway, roll call vote, 5 yeas, motion carried.
Chief Majewski gave the fire dept. report with 4 mutual aid, 18 rescue, 6 fire and 1 power line related runs for the month of April, 111 year to date.
Motion by Galloway to approve a fire fund expenditure of $494.00 for the purpose of replacing the phone in the rescue unit due to Alltel eliminating the analog phones, second by Ringley, all in favor, motion carried.
Motion by Branam to approve a general fund expenditure of $800.00 for the purpose of providing the swim area at Silver Lake Park with 4 bouys, second by Ringley, all in favor, motion carried.
Motion by Ringley to deduct $100.00 per month from the Assessors monthly pay for the purpose of reimbursing the township the costs associated with the 14 point state inspection, second by Branam, roll call vote, 5 yeas, motion carried.
Motion by West to advertise for bids for the generator for the township hall, second by Galloway, all in favor, motion carried.
Motion by Galloway to approve a general fund expenditure of $104.00 each for 6 township appointees to attend the Zoning Enable Act Training, second by Branam, all in favor, motion carried.
Motion by Ringley to advertise a book sale in the basement of the township hall and charge $1.00 per bag of books, second by West, all in favor, motion carried.
The budget meeting will be held on 28 June 2008 at 10:00 a.m. with the annual meeting to immediately follow.
Motion by Galloway that the board consider a 4.2 % (the C.P.I.) increase in the board members salaries at the annual meeting, second by West, all in favor, motion carried.
Motion by Branam to approve a general fund expenditure of $408.00 plus shipping for the purpose of purchasing 24 chairs for the township hall, second by Galloway, all in favor, motion carried.
Motion by Galloway to accept the donation of a handicap accessible concrete picnic table for the Citizens Park from Debra Briggs in memory of her father, second by West, all in favor, motion carried.
Motion by Ringley to charge the Lake George Community Church $1.00 for Zoning Compliance and Building permits, second by Galloway, all in favor, motion carried.
Volunteers, Janice Chapman and Elda Hilliard are approved to perform the annual flower gardening at the Township Hall and Citizens Corner.
Motion by Branam to adjourn the meeting, second by West, all in favor, meeting adjourned at 9:17 p.m.

Work Session
12 May 2008
Supervisor Ringley called the meeting to order at 6:30 p.m.
Roll call present were, West, Galloway, Branam, Ringley and Majewski. Also present was Fire Chief Majewski and Dennis Zimmerman.
Larry Clever from Burnham and Flower gave on overview of the township insurance policies. Clever will Forward to the clerk an estimate with $500.00 and $1000.00 deductibles for the townships consideration as well as the estimate to increase the townships coverage in the area of Zoning. Clever suggested that the township consider digitizing the township records. Clever explained that the Travelers Company is the only insurance company that does replacement cost on fire department apparatus. Clever will add the Zoning Administrator to the Public Officials Bond Coverage.
Majewski reviewed the fiscal indicator score provided by the Michigan Dept. of Treasury.
Chief Majewski explained the repair options on the old tankers.
Ringley recommended that it be township policy that whenever litigation exists, permits are not to be issued without first be reviewed by the townships attorney.
The grant for the generator at the township hall was discussed.
A letter from Duane Doty was read regarding the Money Market and 5 year compound.
A letter from Joe Houle was read regarding the floor at the township hall.
Motion by Majewski to adjourn the meeting, second by Ringley, all in favor, meeting adjourned at 7:28 p.m.
