Special Meeting with Wilcox and Stocking
Lincoln Township Board

Supervisor Zimmerman called the meeting to order at 2:00 p.m.
Present were, Zimmerman, Majewski, Hardin and Carey. Tobin absent – excused - at
the cemetery with Great Lakes subsurface doing the ground penetrating radar
survey. Also present was Stocking, Deimer and Houk.
We reviewed the final plans submitted by the engineers from Wilcox for the final
preparation for the proposed 02 July 2010 bid letting in Lansing by MDOT.
The project will likely start August with no traffic interference. The major
road work is slated to start on Tuesday 07, Sept. 2010, with a completion date
of 15 November, 2010. The utilities may start moving their poles and gas lines
prior to August, but there should be little interference with traffic flow.
There will be ADA crossings at the Lake St., Arthur Rd and Citizens Corner.
Pole by the beauty shop will be removed.
There was discussion regarding the RR right of way and not encouraging parking
in the right of way.
We went over the enhancements, such as 4 green benches, 4 stone covered waste
receptacles (the current receptacles will be moved to the park), 10 trees – red
maples and hawthorns, 20 LED lights, 10 black vertical tree guards and a bike
rack.
There was some discussion on the cost of the original lights versus the LED
lights that we would like to have. The difference is significant, $48,000, but
we agreed that we would like to get the LED due to future energy cost savings.
It was suggested that we add one more cross walk near the Depot. Everyone agreed
that seemed fair to the businesses on the north side of the RR tracks.
Stocking should have an estimate/contract ready for the May regular meeting on
the Citizens Corner to Mannsiding project.
There was discussion on where to end the road construction and sidewalks on Park
St. The grant area ends just past the Swiss Inn, before the Post Office. The
township would like to carry the sidewalk through to hook up
with the sidewalk to the park on Park Ave. and continue the road improvement,
curb and gutter beyond the post office. This would need to be a separate
project.
The care of vegetation planted includes $550.00 for the purpose of the
contractor to come back and water 4 times per year for 2 years. Connie Houk
inquired if we might just want to do that ourselves as it would not interfere
with any warranty on the vegetation. It was unanimously agreed that Mike Tobin
would water the plants in the project area a minimum of 8 times per watering
season, more if necessary, and we will fashion him a watering apparatus that he
can pull up and down the sidewalk. Other than Mike, we are sure that we can
round up some volunteers and or the maintenance dept. to do some watering.
Motion by Hardin to adjourn the meeting, second by Carey, all in favor, meeting
adjourned at 3:42 p.m.
