Regular Meeting
Lincoln Township Board 12 June, 2006
Supervisor Ringley called the meeting to order at 7:30 PM.
Pledge of Allegiance.

Roll call present were, West, Galloway, Branam, Ringley and Majewski. Also present were, Zoning Admin. Lambert, Lakes Dir. Carey, Fire Chief Majewski, Building Insp. Mantei, County Commissioners Grim and Lockmiller, Planning Chair Osborn, Farwell Village Pres. Grim, Fire Lt. Green, Road Commission Engineer Stocking and 44 other interested persons.

Minutes of the 8 May, 2006 meeting received as read.

Treasurer's report accepted as presented.

Motion by Branam to pay the monthly bills, second by Galloway, roll call vote, 5 yeas, motion carried.
Motion by Ringley to approve resolution 061206-A, a r~solution regarding the assessment roll public hearing set for 6:30 PM 10 July, 2006, second by Branam, roll call vote, 5 yeas, motion carried. .
Motion by Branam to approve a general fund expenditure of$150.00 for the purpose of A&E Rental placing 2 porta johns at the ball field for ball tournament weekend, second by Galloway, all in favor, motion tamed.
Motion by Branam to approve a road fund expenditure of $1500.00 for the purpose of additional gravel work at the Silver Lake area, second by West, all in favor, motion carried.
Motion by West to approve a general fund expenditure of $600.00 for the purpose of railing anchors for the handicap ramp, second by Galloway, all in favor, motion carried.
Motion by Branam to approve a general fund expenditure of $2300.00 for the purpose of new railings on the township hall handicap ramp, second by Galloway, all in favor, motion carried.

The board discussed going to the paper compost bags and to discontinue use of the clear plastic bags at the compost field. It was agreed that we would discontinue use of the clear plastic bags. It was also decided that we would try opening the compost field on Mondays and Wednesdays, 8 a.m. to 4 p.m. and Sundays 9a.m. to noon on the honor system.

Motion by Branam to approve a general fund expenditure of $181.00 for the Township Newsletter, which will be included in the summer tax bills, second by West, all in favor, motion carried.
Motion by Branam to approve a road fund expenditure of $5800.00 for the purpose of purchasing from Jeff Hoski, composite Welcome signs for the Lake George and Bertha Lake areas, second by Ringley, all in favor, motion carried.
Motion by Ringley to move forward with the Parental Responsibility and Curfew Ordinance, second by Branam, all in favor, motion carried.
The public hearing regarding the Parental Responsibility and Curfew Ordinance will be 10 July, 2006 at 6:00 p.m.
Motion by Ringley to amend our pension adoption agreement to include the Zoning Administrator, effective with the 01 July, 2006 payroll, second by Galloway, all in favor, motion carried.
Motion by Ringley to approve a wage freeze for general fund employees and appointed positions effective for the 2006/2007 fiscal year, second by West, all in favor, motion carried.
Motion by Galloway to implement a township hall use fee of $50.00 for private type parties and uses only, not to include public uses, second by West, all in favor, motion carried.
Motion by Branam to approve the workers compensation insurance policy at a cost of $4461.00 and the fire dept. Accident and Sickness insurance policy at a cost of$2595.00, second by Galloway, all in favor, motion carried.
Motion by Branam to approve the hiring of AI Lambert in the position of maintenance person for approxin1ately 16- 20 hours per week, second by Ringley, all in favor, motion carried.
Motion by Ringley to approve a general fund expenditure of $100.00 for the purpose of Cheryl Judd to build up our web page, second by Galloway, all in favor, motion carried.

Public Comment:
Cindy Dutton voiced her concerns regarding the public lake access near her residence that is marked with orange posts.
Dennis Sheehy complimented maintenance for the nice job being done at the Bertha Lake Park.

Motion by Ringley for the Lincoln Township Board of Trustees to support the Open Space/Faml Land and Parks and Rec millage proposal on the August primary ballot, second by Branam, Ringley-yea, Branam~yea, Galloway- yea, West-opposed, Majewski-opposed, motion carried.
Motion by Branam to adjourn the meeting, all in favor, meeting adjourned at 9.25 p.m.
