Lincoln Township Board
08 June 2009

Supervisor Zimmerman called the meeting to order at 7:30 p.m.

Pledge of Allegiance.

Roll call present were, Zimmerman, Tobin, Hardin, Carey and Majewski. Also present were Zoning Admin. Lambert, Building Insp. Mantei, Fire Chief Majewski, Planning Chair Hamilton, Planning Sec. Szczepanski, County Commissioners Grim and Lockmiller, Road Comm. Eng. Stocking and 19 other interested persons.

Minutes of the 21 April Special Meeting accepted as read.
Minutes of the 11 May Regular Meeting accepted as read.
Minutes of the 18 May Special Meeting accepted as read.

Treasurer’s report was accepted as presented.

Motion by Hardin to pay the monthly bills, second by Tobin, roll call vote, 5 yeas, motion carried.

Motion by Carey to adopt resolution number 060809-A, a resolution regarding moving forward with the Downtown Enhancement Plan as revised in May 2009, second by Majewski, roll call vote, Zimmerman – No
Tobin – Yes, Hardin – Yes, Carey – Yes, Majewski – Yes, motion carried.

Chief Majewski reported that there were 21 rescue, 2 mutual aid and 2 fire related runs for the month of May, 152 year to date. Chief Majewski reminded everyone that the siren will blast a 3 minute continuous blast for a tornado warning. Citizens should take cover immediately upon hearing this type of continuous blast. The all clear signal is a one minute continuous blast. The Silver Lake siren blast pattern is the same as the fire hall siren. The Silver Lake siren tests once per week. Majewski said that there are occasions when the local news will report a tornado warning before the National Weather Service has relayed that message to area fire departments. You should always take cover if you see a warning posted on the television, whether or not the siren has sounded.

Motion by Zimmerman to approve a fire fund expenditure of $200.00 for the purpose of purchasing uniform i.d. patches, second by Tobin, all in favor, motion carried.

Motion by Zimmerman to approve the application of John Englehardt to the fire dept., pending physical and back ground investigation, second by Tobin, all in favor, motion carried.

Tobin reported that the audit of the cemetery headstones went well. He is looking into a sign for the Kilborne cemetery.

Motion by Zimmerman to approve a general fund expenditure of $240.00 for the purpose of the clerk and treasurer obtaining Notary status, second by Hardin, all in favor, motion carried.

Motion by Zimmerman to adopt resolution number 060809-B, a resolution to affirm the townships participation in the Township Governance Principles as presented from the Michigan Townships Association, second by Tobin, roll call vote, 5 yeas, motion carried.

Motion by Zimmerman to approve the Equalization Contract, second by Carey, all in favor, motion carried.

Motion by Zimmerman to approve the Region VII Older Worker Program Contract, second by Hardin, all in favor, motion carried.

Motion by Majewski to approve a combined general fund and fire fund expenditure of $26,604 to Burnham and Flower for the townships annual insurance premium, which includes an additional $1000.00 for the new Boiler and Mechanical rider, second by Hardin, all in favor, motion carried.

Carey asked the board to consider for discussion at the budget hearing the meeting per diems for the Zoning Admin. and Building Insp. Carey feels that their attendance at these meetings should be a part of the job description and therefore a part of the salary.

Public Comment:

Jan Chapman asked that the Principles of Governance be posted at the township hall and the web site.
Don Sladik thanked Mike Tobin for his efforts at the cemetery.

Motion by Hardin to adjourn the meeting, second by Carey, all in favor, meeting adjourned at 8:30 p.m.
