Lincoln Township Board
10 September 2007

Supervisor Ringley called the meeting to order at 7:30 p.m.

Pledge of Allegiance.

Roll call present were, Ringley, West, Galloway, Branam and Majewski. Other officials present were Stocking, Mantei, D. Majewski, Lockmiller, Grim, Chapman, Bergey and Hamilton and 29 other interested persons.

Minutes of the 30 September 2007 public hearing regarding the W. Park Dr. project were accepted as read.

Minutes of the 30 September 2007 special meeting regarding W. Park Dr. and Fire Dept. arson reward accepted as read.

Minutes of the 13 August 2007 regular meeting accepted after correction as read.

Motions by Branam to pay the monthly bills, second by Galloway, roll call vote, 5 yeas, 0 nays, motion carried.

Ringley acknowledged receipt of correspondence from Mrs. Annie Weyher regarding refunding her money paid for a variance request. The matter will be tabled until October pending further review.

Motion by Branam to approve a fire fund expenditure of $500.00 for the purpose of replacing the KED unit, second by Ringley, all in favor, motion carried.

Motion by Branam to approve a road fund expenditure not to exceed $1000.00 per sign for two White Birch signs designed by Obrecht, second by West, all in favor, motion carried.

Motion by Branam to adopt ordinance number 38, also known as the Lincoln Township Lake, Boat and Dock Ordinance, with the exception that the aerators/bubblers already in place at White Birch Lakes are approved and permission to have them in place is permanent, second by Ringley, roll call vote, 5 yeas, 0 nays, motion carried.

Motion by West to adopt resolution number 091007-A, a resolution regarding increasing the rubbish assessment 3.3 % rounded up to the nearest dollar; that amount being a $4.00 increase per year per household, second by Majewski, roll call vote, 5 yeas, 0 nays, motion carried.

Motion by Branam to approve a general fund expenditure of $75.00 for the purpose of removing a tree from the Beach St. Access, second by Ringley, West – yes, Galloway – yes, Branam – yes, Ringley – yes, Majewski – no, motion carried.

Ringley presented Galloway with a certificate of appreciation for his years of service on the fire dept.

Motion by Branam to approve resolution number 091007-B, a resolution of appreciation to the fire department personnel, second by Ringley, roll-call vote, 5 yeas, 0 nays, motion carried.

Public Comment:

Ron Chapman reported that the book reading done by Jan Chapman and Barb Harrington over Labor Day weekend went well with about 20 children in attendance. The members of the Citizens Action Committee helped to make the day successful by providing refreshments and the Clare City Library donated books for the children to take home.

Motion by Branam to adjourn the meeting, second by Ringley, all in favor, meeting adjourned at 9:05 p.m.
